Dwarf is generally considered the best Alliance PvP race for Rogues. NE Rogues have basically one definite advantage. If they spec 5/5 Master of Deception they can sneak past a few guard packs in dungeons that no other Rogues can get past. You don't really need Master of Deception for PvP.
